日本人でありながら海外に住んでいる私は「外国人」
そんな立場にいるので、今回の能登半島地震で被災された日本人はもちろんのこと、外国人の被災者のことも頭をよぎりました。
石川県に住む外国人は一昨年の年末の時点で16,598人。
国籍別で見ると、トップはベトナム。
ベトナムのような地震が滅多にない国から来ている方は、経験したことのない事態にどう対処して良いのか検討もつかず、パニックを起こしたり、精神的に不安定な状態が続いていることが想像されます。
母国で待つご家族も、入ってくる情報が限られているでしょうし、悪い想像だけがモクモクと大きくなり、心配でならないと思います。
本人も、日本語が分かる方ならまだしも、言葉の壁がある場合は、「正しい情報」収集が非常に困難になるでしょう。
そこで、日本の被災地に住む外国人に向けた情報を探したところ、ありました！
色々あったのですが、見つけた情報の中から特に重要度が高そうなものをピックアップし、後半の英語の文章の中に載せています。
私は被災地に知り合いがいないので、ぜひ皆さまのお力で、こちらの投稿を共有していただけると助かります。
共有先が日本人だったとしても、きっとそこから必要としている外国人に届くかもしれないので。
改めて、海外で暮らす際は、いつでも気軽にコミュニケーションがとれる現地の人と繋がっておくことが大事だなと考えさせられました。

This is Mayu, living in Vietnam.
I am Japanese, yet I live as a ‘foreigner’ abroad.
In light of recent events, particularly the Noto Peninsula earthquake, I feel compelled to extend my thoughts not only to the Japanese affected but also to the foreign victims.
I heard there were 16,598 foreigners living in Ishikawa Prefecture about a year ago and by nationality, Vietnamese topped the list.
Those who came from countries where earthquakes are rare, can be imagined to be in a state of panic and mental instability, unable to consider how to cope with a situation they have never experienced before.
The family members waiting in their home country may have limited information, leading to growing worrisome thoughts that make it challenging for them to stop worrying.
If there is a language barrier, it will be very difficult for them to gather “correct” information.
Therefore, I have picked out the information I found that seemed to be particularly important, and wrote it down here.

《For those who needs medicines》
Japan’s Ministry of Health says people affected by quakes to be allowed to get medicines without prescriptions if pharmacists can verify with their doctors or medication records that the drugs are for a stable chronic condition.
《For international students》
The Japan Student Services Organization (JASSO) may help international students who are severely impacted by Noto Peninsula Earthquake. Applications for this support should be made through schools.
Since I do not know anyone in the affected areas, I would appreciate it if you could help me by sharing these posts with others.
Even if the recipients are Japanese, I am sure that the information may reach foreigners who need it.
Lastly,
I extend my deepest sympathies to everyone affected by the Noto Peninsula disaster. My hope is for everyone to return to their normal, peaceful lives as soon as possible.
